The world’s first Food Bank was founded in 1967 in Phoenix, Arizona. John van Hengel, usually known as the "Father of Food Banking", was volunteering in a soup kitchen, when a mother with 10 children gave him the idea of a place where surplus food could be stored and made available to the poor.
Then Food Banks developed in Canada and Europe, and today they operate worldwide.
The Fondazione Banco Alimentare Onlus was established in Italy in 1989 and since 1990 it has been a member of the European Federation of Food Banks. With the help of a network of 21 Food Banks across the country, we recover and distribute surplus food from the food chain to 8,669 charitable organizations that help 1,909,986 poor every year, work to raise awareness about food waste and food poverty, and advocate for policies that sustain food poverty. Our daily activity contributes to food security but also improves the sustainability of food systems and reduces the impact of food waste on the environment.


Fondazione Banco Alimentare ONLUS - Italy

Since 1989 the Fondazione Banco Alimentare ONLUS has been recovering surplus food from the food supply chain, and by means of its network of 21 Food Banks spree all over the country, it has been redistributing it to 8,898 charitable organizations that assist almost 2 million poor people in Italy. The Food Bank Network recovers food products which are still perfectly edible but, having lost their commercial value, would be destined to destruction. These food products are saved from waste, recover their value and become a richness for the poor. The main supplying sources of the Food Bank Network are: food industry, organized large-scale retail trade, and food service sector. The activity of the Food Bank Network is possible also thanks to the daily work of over 1,700 volunteers. The Food Bank works 365 days a year. In 2013 we distributed 62,826 tons of food products.

National Federation of the Society of St. Vincent de Paul National Council of Italian - Italy

The Society of St. Vincent de Paul is a Catholic but secular association, which generally operates in parishes. The main aim is to help disadvantaged people: the poor, the sick, the stranger, the former prisoners, elderly people living alone, helping them both in terms of material-financial and moral-cultural assistance. It does not deal only with the payment of bills and the provision of food parcels, but tries to understand the causes of poverty and to combat them. In several cities it also manages canteens, dormitories and shelters. Finally, it also takes care of prisoners and promotes partnerships with developing countries. In Italy the Society of St. Vincent de Paul has about 13,000 members throughout the country. It operates in almost all countries of the world.

Milano Ristorazione S.p.A. - Italy

Milano Ristorazione S.p.A. was established in July 2000 by resolution of the Council of the Municipality of Milan; from 1 January 2001 it has managed the food service for schools. Milano Ristorazione S.p.A. is wholly owned by the Municipality of Milan: 99% of the assets are directly owned by the Municipality of Milan and about 1% by Milano Ristorazione S.p.A. Milano Ristorazione S.p.A. manages the school meals service for preschools, primary and secondary schools, and nursery schools in the Municipality of Milan and prepares meals for elderly nursing homes, elderly at home, disability centers, immigration centers and affiliated private schools. 26 centers and 75 kitchens in the nursery schools in the area of Milan daily prepare about 80,000 meals thanks to 951 employees. The mission of Milano Ristorazione S.p.A aims to offer children a “healthy, good, educational and fair” meal, which takes care first of all of hygienic and nutritional quality, but also the sensory and cultural quality in order to stimulate the attention of young consumers to the experience of taste. The school canteen becomes a “restaurant” dedicated to children, which enhances food and promotes a proper nutrition education, training in a pleasant and educational way in order to grow our children in a healthy and conscious way.

GFN is dedicated to helping existing food bank systems broaden their operations, increase impact, and deliver more food to more hungry people. GFN is involved in a number of projects aimed at creating food banks where they do not exist. GFN continues to provide training, technical assistance and introductions to potential global resource providers. Educating the public about global hunger and food waste and how food banking helps alleviate these interrelated problems helps GFN advance the cause of global food banking. GFN developed stronger relationships with many major multinational food and grocery companies and established relationships with some ingredients companies. We continue to provide technical assistance to member food banks to facilitate increased food donations and make introductions between food banks and corporate contacts at a local level.

European Federation of Food Banks - France

Founded in 1986, the European Federation of Food Banks (FEBA) brings together 256 Food Banks in Europe, which daily fight against hunger and food waste. The Food Banks recover surplus food from the food industry and retail stores, European and National food aid programs or from individuals, and redistribute it to charitable organisations and social services which support the most deprived in Europe. In 2013 Food Banks belonging to the FEBA recovered 402,000 tons of food, equivalent to 804 million meals, that were distributed to 5,7 million people in partnership with 31,000 charitable organisations and social centres in Europe.

Over years Food Banks have developed an innovative solution to complementary needs: the generation of surplus food by the food chain and food aid for charitable organizations.
Food Banks represent a genial idea which has acquired form and structure over time: a new operational and win-win approach that involves public institutions, the profit and non-profit sectors. The recognition of the social value of Food Banks has led to innovation in the sector of management and logistics, has developed relations with the public and private sectors and has influenced legislation both at supranational and national level (2011, report of the European Parliament for promoting strategies to avoid food wastage; 1996, Good Samaritan Act in the USA; 2003, Law No. 155/2003 in Italy).
In 2003 these innovations have led the FBAO to develop the Siticibo programme: the first initiative in Europe for the recovery of fresh and cooked food in the catering and then in the distribution sectors. 

Legislative innovation - 10th anniversary of the Italian Good Samaritan Law On 16 October 2013 the FBAO organized an event aimed at raising awareness about how the Good Samaritan Law made it possible to fight food wastage during the last decade in Italy.
Legislative innovation - Food surpluses to feed deprived people The European Federation of Food Banks (FEBA) organised a public hearing in the European Parliament on 25 April to discuss food surpluses in Europe and ways that these surpluses could be recovered to feed those who struggle for adequate food in the EU.
Legislative innovation - Safety requirements for food donation Food Banks are committed to ensure the highest standards of safety to deliver wholesome food to charitable organizations and to their final beneficiaries, the most deprived. High standards of safety are applied thanks to a template framework agreement that is defined and signed with food donors and charitable organizations receiving food. The FBAO and Caritas Italiana, in collaboration with the Sacro Cuore Catholic University and the Ministry for Health, are currently developing a guide to good practice in fulfillment of the requirements laid down by Law No. 147/2013, in accordance with Art. 8 of Regulation (CE) No. 852/2004.
Management and logistics innovation - The Siticibo programme The Italian regulatory framework has proven to be effective in promoting food donation while at the same time ensuring food safety. No safety concern has been raised in more than a decade from the passage of Law No. 155/2003. The Siticibo programme aims at recovering and distributing chilled and cooked food products, a very perishable category of food, from the distribution and the catering sectors.
Management and logistics innovation - The infrastructure The FBAO drives and coordinates the activity of a network of 21 Food Banks in Italy. Some figures about the logistics of the Food Bank Network: 38,630 sq.m. of warehouses; 11,264 sq.m. of refrigerators positive temperature; 1,605 sq.m. of refrigerators negative temperature. In addition, the Food Bank Network implemented an Integrated ITC System, called SIR, with the following objectives: an integrated management of logistics and warehouses, allowing exchanges between different Food Banks; an attentive management in relation to the quality and safety of food products (management of food traceability, compliance with rules on hygiene and food safety); an efficient management of “just in time” logistics (e.g. cooked and chilled food products); an efficient management of partnerships with a CRM system, both in relation to food donors and final beneficiaries; the interaction between information related to logistics and the supply and those relating to the nature and needs of charitable organizations and their beneficiaries;bthe availability of aggregated data which are developed at national level.
Management and logistics innovation - The transport The Food Bank Network operate thanks to 43 refrigerated trucks (positive temperature); 19 refrigerated trucks (negative temperature); and 23 non-refrigerated trucks.
Public relations innovation - Meeting with President Barroso On 14 Novembre 2012 José Manuel Barroso, President of the European Commission, received Isabel Jonet, President of the European Federation of Food Banks (FEBA) and Andrea Giussani, President of the FBAO. José Manuel Barroso welcomed the support of the FEBA and five charities to the Commission's proposal to create a Fund for European Aid to the Most Deprived in the EU.
Public relations innovation - Partnership profit and non-profit The recognition of the social value of Food Banks has lead to develop a strong partnership with the private sector, which can design its Corporate Social Responsibility (CSR) policy as an extension of its core business. The private sector can manage their CSR commitments with the same high standards and professionalism as they conduct their commercial activities, but for the common good of society.

This is not anymore true both because of the economic crisis and an increasing demand of food at the global level. Therefore, food surplus in the food chain both at the production level and at household consumption could become a resource. In this respect, legal rules (e.g., the Good Samaritan Act in the United States) may provide incentives to economic agents for recovering food surplus. This paper examines in a comparative way legal remedies provided by United States and European Union to address food surplus. Some suggestions are provided to further improve the systems as well.

Food Banks operate within the paradox of abundance and scarcity: in the world there are sufficient quantities of food to feed everyone but nearly 805 million people suffer from chronic undernourishment and roughly one third of the food produced every year (1,3 billion tonnes) gets lost or wasted.
Surplus food, meaning edible food products that are not purchased or consumed by people, is generated for many reasons in the different stages of the food supply chain. The phenomenon of surplus food becoming waste represents a missed opportunity to improve food security especially in the current period of crisis.
The Italian Food Bank Network operates in a context of food emergency with 6 million poor and 6 million tons of surplus food generated from the whole food supply chain.
In 2014 the Food Bank Network donated food products to 8,669 charitable organizations which assisted 1,909,986 deprived people in the country.

Food Losses and Food Waste According to FAO, roughly one-third of food produced for human consumption is lost or wasted globally, which amounts to about 1.3 billion tons per year. This inevitably also means that huge amounts of the resources used in food production are used in vain, and that the greenhouse gas emissions caused by production of food that gets lost or wasted are also missions in vain.
Food poverty The United Nations Food and Agriculture Organization estimates that nearly 870 million people of the 7.1 billion people in the world, or one in eight, were suffering from chronic undernourishment in 2010-2012. Almost all the hungry people, 852 million, live in developing countries, representing 15 percent of the population of developing counties. There are 16 million people undernourished in developed countries (FAO 2012).
Food poverty in Italy The Italian Food Bank Network operates in a context of food emergency with 6 million poor and 6 million tons of surplus food generated from the whole food supply chain. In 2013 the Food Bank Network donated food products to 8,898 charitable organizations which assisted almost 2 million deprived in the country.
Food surplus as an opportunity for the most deprived This volume presents the findings of a research project on surplus food and food waste. The investigation was carried out by Politecnico di Milano and Fondazione per la Sussidiarietà in 2011, and benefited from a close collaboration with Fondazione Banco Alimentare ONLUS and Nielsen Italia. Surplus food is at the same time a source of opportunities and a source of waste. It is a source of opportunities because it shows that resources are available for the needs of the most deprived people. It is a source of waste because most of this surplus at the end is not used for the primary purpose (to satisfy food needs) and it becomes “waste” with an inefficient use of the production resources (fields, water, energy, etc.).

Hunger exists everywhere: public and private authorities, charitable organizations and individuals can play a role in improving food security.
In 2013, Feeding America provided 3,2 billion meals to people in need (+22%), while Food Banks belonging to the European Federation of Food Banks distributed 402,000 tons of food, equivalent to 804 million meals, to 5,7 million people in partnership with 31,000 charitable organisations and social services.
In Italy in 2014 the Food Bank Network recovered 40,767 tons of edible surplus food and 1,043,351 portions of meals. The Food Bank Network has partnerships with 955 food companies, 820 retails, 158 company canteens and 208 school canteens. In addition, 14,965 tons of food products were collected during the National Food Collection Day (last Saturday of November) and during other food collections in companies. Surplus food was then redistributed to 8,669 charitable organizations that assisted 1,909,986 of deprived people in Italy.

Results - Beneficiaries The recovery of still perfectly edible food products reduces food waste and provides healthy and nutritious food to charitable organizations, allowing them to allocate their economic resources for improving the services they offer to their beneficiaries. In 2013 the Food Bank Network distributed surplus food to 8,898 charitable organizations that assisted almost 2 million of deprived people in Italy.
Results - EU food products The EU ‘Food Distribution Programme for the Most Deprived Persons of the Community’ (MDP) operated from 1987 to 2013. In 2011 over 19 million people across twenty Member States benefited of food products distributed through this programme. In 2013 the Food Bank Network distributed 42,000 tons of food products coming from the EU. Finishing the MDP, on March 2014 the EU adopted the new Fund for European Aid to the Most Deprived (FEAD) that supports EU countries' actions to provide material assistance to the most deprived with a budget of over €3.8 billion for the period 2014-2020.
Results - Food products from the production and distribution sectors The donation of surplus food renew the economic value food donors reduce storage and disposal fees and put products to good use instead of to waste contributing to the common good of society. In 2013 the Food Bank Network recovered 12.125 tons of food products from food companies and 5.171 tons from the large-scale distribution organization.
Results - Fresh and cooked food products In the period November 2003 - December 2013 thanks to the Siticibo programme, the Food Bank Network have recovered 3.038.518 portions of meals, 869 tons of bread and 948 tons of fruit from the catering sector and 23.491 tons of food products from the distribution sector to the benefit of the most deprived.
Results - Fruit and vegetable The Food Bank distributes food to charitable organizations taking into account also the concept of a nutritionally-balanced diet. In 2013 the Food Bank Network distributed 3,221 tons of fruit and vegetables. The Food Bank Network received fruit and vegetables from Producers Organizations that withdrawn them from the market and distributed from free, as provided by Reg. (EU) No. 1234/2007.
Results - National Food Collection Day On 30 November 2013 9,037 tons of food products were collected during the National Food Collection Day in over 11,000 supermarkets thanks to 5,5 million people and with the help of 135,000 volunteers.

Since the economic crisis of 2008, the situation of food poverty has changed both in terms of numbers and typology.
The number of Italians living in absolute and relative poverty soared in 2013: about 6,2 million people (9.9% of the population) are grappling with absolute poverty, meaning they are unable to afford the minimum acceptable living standard (ISTAT 2013). As a consequence, the requests for assistance to the Food Bank Network increased in 2014: 8,669 charitable organizations that help 1,909,986 people in need. In turn, charitable organizations reported an increase of requests for financial subsidies and material goods or services. The demand for food was the most frequent.
The Food Bank Network serves different charitable organizations: soup kitchens, foster homes, shelters for children, drug addicts, unmarried women, parish associations (Caritas, St. Vincent de Paul, etc.), religious communities and other organizations helping the needy.






Beneficiaries - Elderly people 25,4% of people assisted by charitable organizations that receive food products by the Food Banks are elderly people, over 65.
Beneficiaries - Food parcels The Food Banks Network deliver food products to almost 6.700 charitable organizations (75,1% of the total) that prepare and distribute food parcels to needy people.
Beneficiaries - Soup kitchens The Food Bank Network serves different charitable organizations among which about 950 association that provide ready meals to the poor.

The daily activity of the Food Bank Network to recover surplus food and distribute it to the most deprived is possible thanks to 116 employees and depends on the volunteer work of 1,869 individuals who wish to donate their free time. 80% of volunteers are male, of which 60% are retired. 35% of volunteers dedicate ½ day per week to the activity of the Food Bank Network, while 20% a full day and 20% two days per week. More than 50% of volunteers are involved in the sorting and repackaging of food products, in the conduct of vehicles, and relations with charitable organizations and authorities. It is estimated that the contribution given by volunteers may correspond to the work of approximately 200 employees.

The National Food Collection Day involves regional and provincial managers who prepare and manage it starting 5 months before, while 135,000 people participate as volunteers dedicating their time on the last Saturday of November: 



Corporate volunteeering With increasing awareness of Corporate Social Responsibility, Corporate Volunteer teams have for several years now been helping out at the Food Bank Network. This experience provides companies with the opportunity to develop staff skills, build teams and contribute to the common good of society.
Staff The activity of the Food Bank Network is possible with the help of 21 Food Banks across the country and 117 employees.
Volunteer - Daily activity When product is donated to the Food Bank, it often needs to be sorted, cleaned and repackaged.

Food Banks have always faced external and internal obstacles.
On the one hand sometimes the extrenal framework does not seem to incentivise food surplus donation as food donors are wary of jeopardising their brand image, they are not willing to take the risk of liability for the donated foods, and there are not fiscal incentives that promote food donation instead of other uses.
On the other hand Food Banks are also facing internal obstacles, in particular linked to issues such as economic sustainability, the official recognition of the activities carried out by public institutions and  difficulties linked to communication.
Food Banks have always faced and are still facing these barriers and trying to solve them with a simple method: a constructive collaboration both with the food supply chain and public authorities at European, national and regional level, and a wide and diversified strategy for communicating its mission.

Collaboration with food donors The Food Bank Network has made great efforts to show its own food donors the importance of maintaining strong relationships, as this enhances their corporate social responsibility (CSR). These new relationships has evolved in many different activities, such as food collections in the companies, corporate volunteering, and in general a stable and fruitful collaboration.
Collaboration with public institutions The Food Bank Network has always collaborated with policy-makers at European, national and regional level in order to promote policies against food waste and aimed at reducing poverty and social exclusion of the most deprived.
Communication The Food Bank Network has adapted in many ways in recent years, using many different tools of communication in order to raise awareness about its daily activities and reaching different targets, from the academics to children.

Food Banks contribute to preserve the environment and to use the Earth's limited resources in a sustainable way.
Environmental savings and protection of natural resources (water, air, soil, animals and natural habitats). Food Banks optimize the value of surplus food produced by the food supply chain, with a subsequent saving of resources; the reduction of greenhouse gas emissions; and the preservation of natural habitats and of animal protected species.
Reduction of food waste. The recovery of surplus food renew the economic value of food and food donors can reduce storage and disposal fees and put products to good use instead of to waste contributing to the common good of society. Moreover, food discarded in landfills immediately begins to produce methane gas, a greenhouse gas with over 20 times the heat-trapping capacity of carbon dioxide. Greenhouse gas damages our water supply, land, air and ultimately harms this and future generations.

Food Banks and the Environment An Obvious Choice: How Food Banking Fights Hunger, Reduces Waste, and Helps the Environment

The concept of food banking is unique: an original formula which adapts itself to different contexts but at the same time it is immediately identifiable as arising from the same dynamic.
In 1967 John Van Hengel created the first «food bank» in Phoenix, Arizona (USA). the Food Bank of Paris-Ile de France was launched in July 1984; the Food Bank in Brussels was established in 1985 and the European Federation of Food Banks was launched on September 23, 1986.
Since then the FEBA has supported the development of Food Banks in many European countries and in 2011 celebrated its 25th anniversary of its creation.
Following the same method, the concept of food banking has expanded worldwide: the Global FoodBanking Network (GFN) is promoting the development of Food Banks on a global scale. Finally, the concept of food banking applies also to different areas: Banco Building, Banco Farmaceutico and Banco Informatico, Tecnologico e Biomedico.




Food Bank - France The French Food Bank distributed 100.000 tons of food products, equivalent to € 318 million, to 5.300 charitable organizations. About 1.4 million people benefited from this food aid.
Food Bank - Portugal The Portuguese Food Bank was founded in 1992 in Lisbon. The first year of activity it recovered 202 tons of food products and in 2012 it recovered 30.000 tons of food products.
Food Bank - Serbia The Food Bank Belgrade (FBB) was founded in 2006. During the period 2007-2014, FBB has collected 452 tons of food (of total value over 1.008.000 EUR) and has distributed it to around 64.500 beneficiaries, through 78 charities, covering the different social categories: children and young people with special needs or without parental care, homeless, disabled persons, single mothers, displaced, elderly people, soup kitchens beneficiaries, beneficiaries from Safe House for aggressed women, unemployed, Roma etc.
Food Bank - Spain 2.000 volunteers daily work in 55 Food Banks in Spain. In 2012 more than 100.000 tons of food were recovered and distributed to charitable organizations that assist 1.4 million poor people. In 2012 the Spanish Federation of Food Banks was awarded with the Principe de Asturias prize.
Food Bank - Switzerland Partage is an association founded in 2005. It recovers food products from retailers from Monday to Saturday, from 7.30 a.m. to 8 p.m. It also recovers ready meals from restaurants and company canteens.
Food Bank - United Kingdom Over 1,290 charities benefit from FareShare food. These include breakfast clubs, women’s refuges and luncheon clubs for older people. These charities save on average £13,000 a year, which can be reinvested into other services. Over 62,200 people benefit from FareShare food every day. In 2013/14, the food redistributed by FareShare contributed towards more than 12 million meals and helped businesses reduce CO2 emissions by 19,500 tonnes.

When the Fondazione Banco Alimentare Onlus was established in 1989, communication used to be spread passing the word among businesses, organizations and volunteers.
After a few years, a step forward led to the introduction of a more timely and accurate written communication: flyers, leaflets and posters. From then on it has been a progress: communication initiatives have become increasingly important on a national scale.
We landed on the Italian TV with free spots thanks to the first edition of the National Food Collection Day in 1997; then we started to use the web.
Today we exploit all these different channels to tell who we are and what we do. The Web 2.0 and all the social media networks have further developed our communication, giving us the great opportunity of a daily communication, exchange, and dialogue with all our stakeholders.




1992 - First campaign of the Food Bank The first communication campaign launched in 1992 aimed at raising awareness about the mission of the Food Bank. The motto: "We recover a lot for those who have nothing. We thank food companies".
2004 - First campaign dedicated to the Siticibo programme Advertising billboards aimed at promoting the Siticibo programme in the neighborhood of Milan with the presence of school and company canteens.
2005 - Campaign dedicated to the National Food Collection Day Advertising billboards aimed at promoting the National Food Collection Day.
2012 - A new brand logo The concept of the new logo is linked to the idea of a circle, with four levels of reading: - Two arrows are chasing and represent the mission of Food Banks; - The opening of the green arrow evokes an idea of increasing value; - A stylized form of bread, the universal symbol of food, can be recognized in the middle of the circle; - The dynamic symbol, like a hug, refers to the idea of involvement and friendship. The choice of colors evokes the atmosphere of agriculture, nature and green ecology; it refers to global Food Banks, which in many cases use the same colors.

2014 - National Food Collection Day The poster of the XVIII National Food Collection Day, taking place on 29 November 2014. Some data about the communication material for the XVIII edition of this event: - 10,300,000 leaflets - 62,000 posters - 147,700 vests for the volunteers - 800,000 boxes for collecting the food products donated by individuals.
Social Media Management Since 2006, the FBAO is actively operating on major social network websites. Currently, it daily runs 5 of the most popular social networks, namely Facebook, Twitter, Youtube, Instagram and Pinterest, in order to enhance a systematic dialogue with its stakeholders. An internal social media team, made of 5 people, conceives these virtual places as a fast and effective way to increase the general public's awareness on food security, and to get feedback from more then 60.000 people.
