Summary

The project aims at Promoting criteria for the integrated territorial planning for a sustainable use of drinking and irrigation water, in line with the European Framework Directive 2000/60 through the:
1. Capacity Building: training of a group of officers and engineers at ministerial level (central, and governorate) and users able to transfer the management concepts for a rational use of water resources to a lager public group (training of trainers)
2. Implementation of Pilot actions
3. Promotion of the Water Users Associations (WUAs) governance model in operation and management activities.

The different disciplines and the many teaching and research activities are related to the surrounding territory, with the creation of an “Environmental Polytechnic” with a strong emphasis on the themes of architecture, landscape, urban planning and infrastructure related to the green economy. The Faculty of Law studies the economic issues relating to archaeology and cultural heritage.

The project actions were focused on identifying the concrete steps to undertake 3 main points 1. Promoting criteria for integrated territorial planning for a correct use of drinking and irrigation water, in line with the European Framework Directive 2000/60; 2. Training a group of officers and engineers at ministerial level (central, and governorate) and a group of users able to transfer the management concepts for a rational use of water resources to a lager public (training of trainers); 3. Promoting the Water Users Association (WUAs) role in operation and management activities

The initiative created an association of water users that before didn't exist and that has led to reduction in management costs in terms of energy and water savings to the point that the Egyptian government has decided to fund those activities with their own funds asking to use the project funds to purchase agricultural equipment in order to further increase agricultural production in the target area.

The reference framework of the project was the creation of opportunities for development between the two countries (Italy and Egypt), in order to increase the competitiveness of the regional Italian system and reinforce the partnership and consequently contribute in creating the environment for improving local economic development in Egypt. The selected area was Port Said because it met both the needs to getting better the local economy and improving the live quality of the local population. In order to reach those goals the interventions were focused on the historical water deficit of that area, satisfying the water demand, not only at regional level, which led to a realisation of complex water resources system.

A network for drinking water supply has been implemented in the Tenth of Ramadan village that was totally obsolete which forced the residents to secure their drinking water from El-Cab water treatment plant taps, filling tanks at higher price than the market price. Also water transported in tanks was subjected to high contamination risks. The price per household of this service was 3 times the official price. Unsafe collecting and transporting of sewage water in tanks increased drastically the risks of disease infection. Mesqa is a private property owned, operated, and maintained by its users. It is an earth channel fed from a branch canal which is a public property managed by the government (MWRI). Farmers were used to lift water from Mesqa to their farms by their own diesel pumps.The intervention has implemented a common pump system on order to reduce energy costs and improve the efficiency of the system. Tractors, seed drills, hydraulic scarpers, ditchers were provided.

Trough the implementation of the drinking water network in Thenth of Ramadan has been improved the live of 5000 people living in that area.

The human resources involved in the initiative were Italians and Egyptians. From Italy there were researchers from IAMB, from Land and Water resources department. For the course "Training for trainers" in italia ,8 engineers from Egyptian Ministry of Water came to attend. University of Calabria organised the course for drinking water for 10 persons from Holding company for drinking water.

On January 2011 there was a popular demonstration in Cairo with the objective to bring down the Egyptian government.
This has resulted during the following months to a shortage of personnel assigned to the law enforcement agencies with consequences on  social instability  and criminality. That situation has influenced the normal conduct of the activities.  In particular those related  to the implementation of the drinking water network which was already designed but the real implementation (excavation, laying of pipes, etc) was practically impossible.
For The contractor companies there was a high  risk related to the material , machineries and goods transportation  to Tenth of Ramadan. The above has resulted in a delay in completion of the work.

 

The main impacts were related to water use optimization, both for irrigation and for drinking water use. For irrigation the farmers are using one common electric pump instead to use one for each user and by the way diesel-powered, resulting in energy savings and gas emission reducing.  Moreover before the water and sewer networks implementation,  the drinking water was transported by tanks with high risk of contamination  and the sewage system consisted of tanks located outside the households collected by  tanks on vehicles, every 3 weeks. The interventions have reduced risks to the health of the inhabitants and also the pollution of the ground water.

With regard to  irrigation water management  the project was been taken as a reference, particularly trough  the establishment of Water users association,  which has led to the  reduction of water consumption and energy.
The management of a collective pumping system rather than opens individual has also led to a reduction in overall costs.
The capacity building component carried out to the final-users users have had a significant importance since the  farmers have checked by themselves how the collective  management  of the system optimizes the resources.
Farmers from neighboring villages have made the request to adopt the same mode of management. The Egyptian government has made a proposal to replicate these operations using its own funds.

4 workshops have been organized in order to disseminate the project results and involve other communities having the same problems concerning the water resources  management.  Also a movie showing the project impact on the local community including farmers and families has been realized.
