Summary

The project consisted in creating the First National Catalogue of Innovations for Human Development in Albania, promoted at more than 197 countries, in order to support the internationalization of Albania regional development in a European perspective, by promoting territorial ant thematic international partnership in support to regional development, organize transfer activities and specifically contribute in achieving the aforementioned IDEASS objectives, in close cooperation and technical cooperation with ART GOLD Programme staff. 13 Albania Innovations are identified and inserted into the Catalogue though the cooperation of more than 160 actors. Scope of the service was to  establish contact and facilitate collaboration with Albanian National Institutions, Ministries and Academic partnership with Albanian University, research centers, civil society association for the systematisation of creative practices of local actors bringing innovative solutions to common problems.

BAZH is a nongovernmental organization which aims to promote research activities, support supervised studies and carry out development cooperation projects in the field of environmental protection, infrastructure, health, agriculture, food farming, processing and research, social services, legal assistance, education and youth development, culture, training and development planning, in order to enhance local institutions, in collaboration and coordination with the local authorities, the Universities, NGOs, the International Organizations and other agencies. BAZH SERVICES • Creating involvement and consensus, making the relationships among stakeholders easier and arising their consciousness about the key role they can play in the development process; • Highlighting the territory’s main strengths and weaknesses, and the local community’s needs and expectations; • Valorizing local know-how and skills; • Detecting future development scenarios and the community’s strategic vision of the future; • Defining development goals and projects for achieving them; Defining projects, building partnerships and finding financial instruments to realize them, jointly with the donors and the interested national and international organizations: • Encouraging local stakeholders to exchange views and propose projects; • Orienting international co-operation and national development programme locating potential sources for funding, applying to the appropriate bodies for finance and following through on the applications local marketing campaigns, to foster the territory’ external relations (marketing, trade, joint ventures) and attract outside resources illustrating all the area’s attractions; • Building the networks and partnerships that jointly with BAZH NGO will implement the projects; • Making the management, planning, coordination and monitoring of project activities • Raising funds to realize the projects; • Making the management of the development processes easier • Production and diffusion of knowledge • Identification, formulation and implementation of projects, on the basis of national and local priorities and, according to the interest expressed by the donors e/or partners involved

Innovation for development and South South Cooperation - Italy

DEASS is an International cooperation programme aimed at strengthening integrated and participatory territorial development processes, by stimulating an increasing use of innovations. It seeks to enhance the capacity of public and private territorial actors to meet the needs of the local population by using innovative working methods and tools that have been effectively used both at the national level and in other countries. The framework of IDEASS is the commitments of the main international summits of the ‘90s and the Millennium Assembly, with priority given to cooperation among Southern actors, and with the support of the more industrialized countries. IDEASS facilitates the identification, promotion, and transfer of those innovations which have demonstrated their contribution to human development, the enhancement of environmental resources and the reduction of poverty and social exclusion. In involved countries IDEASS provides support to those national institutions responsible for promoting science and technology, for elaborating strategies and carrying out activities to increase the access of territorial development actors to innovations used elsewhere in the country, or available internationally. The programme is also a tool for fomenting south-south cooperation, by supporting these institutions in systematizing a potential supply of technologies and methodologies which could generate interest in other countries.

Agency for research technology and innovation - Albania

The Agency for Research, Technology and Innovation (ARTI) is a public, legal institution under the competences of the Council of Ministers. ARTI was established with the Decision of Council of Ministers and has started its activity in March 2010. ARTI aims to build a modern system of science, strengthen the research and technology, as well as their integration inside the higher education system. Furthermore, ARTI facilitates the exchange of knowledge, mutual activities and partnership within and outside the country. ARTI cooperates with institutions in the field of science and technology in line with national priorities, developing scientific and technological policies and the management of Research and Development institutes. The Agency operates as a coordinating structure for programs and projects based on national and international bilateral and multilateral cooperation between Albania and other countries. ARTI is in charge of the following programmes: National programmes of Research and Development: encompass three-year programmes and projects implemented in certain priority areas selected by the Council of Scientific Policy and Technological Development (CSPTD). For the period2010-2012, there are seven programmes in the areas of Social Sciences and Alban logy; Information Systems and Technologies; Agriculture, Food and Biotechnology; Water and Energy; Biodiversity and the Environment; Health; and Materials. International Programmes: Bilateral S&T programmes and multilateral programmes (FP7). Research Infrastructure Programme: The objective is to improve the equipment and facilities of public research institutes and universities in order to enable research and research projects on international standards. To this end, communities of engineering, science and technology, professional and polytechnic institutes, entrepreneurial universities and technical institutes with a focus on business incubation and community development are being created. Programme of Centres of Excellence in Science (CES): This programme should implement the objective of the national strategy of science, technology and innovation 2009-2015 to establish 4-5 Centres of Excellence in Science. Programme for Technology Transfer and Innovation: The main purpose is to promote the linkage between science and private sector to foster the development of the Albanian economy. Programme for Young Researchers: This programme aims to address the Albanian government’s goal to double the number of researchers (DSCS 2009: 16) by financing researchers to conduct PhD studies in Albania, to attend PhD trainings in the EU; and providing grants to researchers returning to Albania. Brain Gain Programme: The purpose is to motivate talented scholars to return to Albania by supporting universities and public administration to employ persons with higher qualification.

Academy of Sciences of Albania - Albania

The Academy of Sciences of Albania, founded in 1972, is the most important scientific institution in the Republic of Albania. It includes the most distinguished scientists, academicians, who develop scientific activities in the institutes and research centres, and other scientific organizations at home and abroad. The Academy has 28 members, academicians, 11 members, 26 associate and academic members honour. The Academy has two sections: Section of Social Sciences and Albanological and Section of Natural Sciences and Tech. In its structure are also included, Unit of Research Project-Technological Development and Innovation, Department of External Affairs and Public, Scientific Publications Library.

a network of more than 170 actors involved in supporting and divulgating albanian best practices in the fields of food security, enviromntal protection and local development in order to value local resources, create possibilities of work, include disadvantaged groups through the cooperation between universities, public institutions and civil society.

The National Catalogue represents an important social innovation for Albania because it gives the possibilities to different Albanian innovations for human development, to be divulgated and transfered through the creation of specific brochures and an integrated product avaible on many international and national istitutional web site; the brochures and the integrated product are the result of a deep work aimed to recording the techinque implemented, in a professional and in the same time divulgative way. So, the innovation developed consists in :

  • Building an international supply of innovations, identified at the international level, among local actorsin industrialized countries involved in decentralized cooperation;
  • Promoting innovation among potential actors in countries and interantionally. 
  • Formulating and carrying out methodology transfer projects in countries, with actors interested in adopting specific innovations
AULEDA-Local Economic Development Agency AULEDA is the first Albanian Organization dedicated to enhancing the involvement of regional public and private stakeholders in the process of regional development, therefore constituing an example of good practices and defining a reproducible model of regional management
Integrated Pest Management Package on protect crops IPM is a strategy of pest control developed in Albania by plant Protection Institute. Yava Innovation Week in Tirana BAZH NGO and AKTI Agency for research, technology and Innovation opened the Yava Innovation week organized in Tirana by the Ministry of Public Administration and Innovation on 10th May 2104 and they presented the First National Catalogue of Human Development in Albania

The Innovation proposed involvs the whole national contest if Albania. In Albania, agricutlure is one of the most determinative sectors of national economy. It contribuitions has been decreasing over years and it is estimated at 17% of the GDP. The rural families continue to dominate the national economy, more than 50%of the population lives in the rural aereas and agriculture is the main working alternative of people living in the rural areas. The agricultural sector suffers form the small size of farms and the fragmentation of farm land, which is a barrier to production and marketing. Higher competitiveness, as a result of lower costs and higher quality, food safety and standars, will strengthen the position of farmers in the market, will raise their income and will introduce safer products in the market for farmers. This is the result of the specific problems that this sector is facing : migration from rural areas, land ownershio and very limited size of farms, the marketing of products, the irrigation and the drainage system, the low level of technologies in use.. The livestock production also is the main source of food. It remains a strategic sector occupying about 52% of all production of the sector. The intensity of production is low compared to European standards. The dairy industry are still in the course of modernizing structures and technologies. Dairy activities have a long tradition in Albania: in the plains, cattle production is dominant while in the hills and mountains, sheep and goat production are more suitable. Environmental pollution, of the main Albanian problem, has decreased as a direct result of rising unemployment in most industrial enterprises as well as decreasing use of pesticides in agriculture. As regard Renewable Energy Sources, lack of primary energy resources, nonetwork and gas resources, limited production and full dependence of it's power production on hydro resources, are the main diffuculties. Actually only hydropower makes a significant contribution to the electricity consumption. But the country has also significant potential for renewable resources in the form of wind and solar. 

The Catalogue is the first catalogue in Albania for divulgating and disseminating of the Albanian Innovations not only in the country but also in the world. The Adriatic zone is, of course, the place in which the transfer of Innovation is more usual. Result are: creating of opportunities for innovative solutions and development in rural areas; improving of local demand-supply-financing interfaces for Capacity Development Services; contributing to build and strengthen strategies for planning at the local level; sharing knowledge and best practices at international level. Many trasfers were organized during the years : the technique of green pruning is applied on the plum trees in Korce and Voskopoje and on the pear trees in Dibër, Skhoder and Korce, the Protected houses were created not only in Vlore but also in Sholder, in Korce and Elbasan and the consufion method is also adopted in the south Italy, in Macedonia and in Kosovo. More, the inititive gave to the authors of the Innovation the possibility to be supported by International scientific consulent to improve the opportunity to divulgate outcomes.  Another important resultat was the strengthening of the network between Universities, centres of research, civil society, public institutions and private sector as it is demostrated from the participations of more than 170 actors involved in the project.

The target beneficiaries are Staff from the Albanian national institutions, technology ministries, academic partnerships, universities, research centers, civil society associations, technology councils to be involved in the identification of Albanian innovations process. Regional governments, the municipalities, local civil society, local businessmen with a special focus on vulnerable groups, in order to contribute to mitigate social disparities and exclusion
Albanian national institutions in promoting science and technology, the authors of local selected innovations are the beneficiaries of this project
Direct beneficiaries of the project are the population involved in development projects prioritized by central and local authorities and actors in the framework of the planning activity, in the different fields of action.
Indirect beneficiary
Other beneficiaries will be the Albanian national institutions, technology ministries, academic partnerships, universities, research centers, civil society associations, technology councils to be involved in the identification of Albanian innovations process, the municipalities, regional institutions, community-based organizations and institutions at the central level related to capacity building for managing the processes of integrated local development.
The beneficiary territories and population may be progressively extended depending on the growing interest and availability of resources from donors and national authorities to join the project. Local communities of the Shkodra, Vlora and other regions, related local government bodies and segments of private sector, representatives from the most vulnerable groups of the target areas.

BAZH NGO is responsible of the substantive coordination of the project.
For the day-to-day management of the activities in the country, BAZH is supported by a specific
Project Office, full time dedicated to the project and located in Tirana. The Project Office will

Project Coordinator’s main job descriptions:
• Defining strategy for identification of Albanian scientific counterpart to provide technical assistance to the IDEASS activities in Albania
• Coordinating, managing and facilitating contacts and relationships leasing Albanian national and local governmental counterparts, drafting of reports, correspondences,
• Leasing international programs ongoing in the country as well as other national and international academic institutions
• Involving local economic development agencies into monitoring respective areas (Shkodra, Vlora, others..) as target areas for the implementation of IDEASS programme
• Promotion of the active participation of the scientific community and academic centers of Albania in the IDEASS activities in Albania
• National survey about the best practices on local development innovations in Albania.
• Assist PD in preparation of projects or documents, evaluation and reports
• Provide technical assistance to the author of Albanian Innovations to draw out the Innovation Brochures, to be published in the IDEASS website
• Presentation of the NCIHD to national and international organizations in Albania
• Capacity building to implement IDEASS innovations
• Writing periodic reports on the IDEASS Activity in Albania in order to publish them on the IDEASS and UNDP Albania web sites.
Adm.&Finance Officer’ job description (part time):
• Provide administrative and financial support to project management and other BAZH staff
• Maintain up to date database and detailed record/files of administrative operations, banks transactions, record of actions, minutes of meetings, seminars etc.
• Undertake logistical, drafting of correspondences secretarial and protocol functions including travels, lodgings, payment of DSA, documenting of contracts information, verification of works done etc.
• Brief staff, expect and. or consultant on administrative procedures.
• Respond to queries from inside and outside the organization.
• Participle in internal meetings to provide information on administrative matters.
• Coordinate the elaboration of the budget for the project, its submission and approval and seek the corresponding authorization required to undertake project activities.
• Elaboration and preparation of financial project documents, evaluation and reports
• Perform other activities as may be assigned by the supervisor
• Approve various expenditures in conformity with the work plan and operational activities
Graphic Design Consultant (part time)
• Developing concepts and designing materials
• Provide technical assistant to the authors of local innovations for the production of the respective brochures in designing materials

• Estimating the time required to complete the production of brochures
• Proofreading to produce accurate and high-quality work
• Demonstrating illustrative skills
• Using innovation to redefine a design brief at minimum cost and time
• Presenting finalized ideas, designs and concepts to IDEASS Project Director and to the authors of local innovations

Internation Scientific Consultant Davide Rossi supported the authors of Innovation to create the brochure for divulgation, creating tables, schemes and explanations about the outcomes of each innovation.

The time frame of the project it was a difficulty to tackle because it didn’t give enough space to some of the actors involved to prioritise the Catalogue of Albanians Innovations for Human Development Project, thus producing a lack of responsiveness from different institutions, though they were contacted several times by email and phone. Ongoing projects withdrew from the commitment to fill the due guide for the innovation because they could not disclose information before the completion of the project as in the case of Western Balkans Investment Framework (WBIF) Project regarding the stocktaking of 5 thousand pre-university schools so far and the creation of a School Infrastructure Management System. 

During the reporting period and especially during the last week of November it was very difficult to contact with different institutions due to their agenda dedicated entirely to activities for the Celebration of the 100 Years of Albanian Independence. Nevertheless we performed all and more then the activities established by Contract signed and Work Plan approved .

The amount was not enough to print the Catalogue; for this reason in a first moment only the brochure were created. two years after, thanks to the strong impact on the territory, ARTI Agency for Research, Technology and Innovation financed the production of the Integrated product. 

 

the impact on the environment depends on the transfer of the Innovations included into the Catalogue, transfer supported of course to the possibilities of divulgation given also by the Catalogue itself. So the divulgation of the bio-practices for agriculture as well as the attitude toward recycle and good practices for consumption.

Also the proximity between Universities and SME highlighted and enhanced during the project implementation has a big impact on the environment cause the collaboration allows to find a balance between the economic interesting and the respect of the environment. 

Department of Plant Protection The Department of Plant Protection is one example of work conducted by universities and centres of research to support local development respecting the environment. Bazh collaborated with the Department to implement the project of Catalogue.

The Catalogue of Innovation became a permanent service on territory. The project of the permanent service aims to give continuity to this initiative, setting up a national service to illustrate innovations originating in Albania and other countries, to Albanian territorial development actors, promoting their use through targeted technical assistance activities. The project seeks to address a common problem in many countries: keeping pace with the great technological developments taking place in different sectors and involving a great number of public, academic and private actors.The implementation of a national service that can recuperate and capitalize on a country’s existing knowledge and return it to potential users, will create the conditions, through action research, for territorial development actors and small and medium enterprises to benefit from the great technological advances of our times, in a perspective of equitable and sustainable human development based on local culture. in the framework of the Permanent service other Innovations are identified and the insert into the Catalogue is in progress. the new Innovations demostrate the effect of the creation of strong network between civil society, public institutions, private sector. One of this is the project "cultivation and nutrients analysis of the eligible mushrooms Pleurotus Sp in the research Laboratory of mycelium of Agricultural University of Tirana" linked to the production of the Pleurotus mushrooms in Divjakë, Lushnja District (Albania); a good example of cooperation between University (Agricultural University of Tirana), institution (ARTI Agency for Research, Technology and Innovation), private sector (Enri Shkoza's enterprise) and civil society (BAZH NGO who managed the cooperation through the permanent service)

Other experience are born in continuity with the Catalogue project as the transfer of the tecnhique or, for example, the proposal of other simila project as SMART INNO proposed by AULEDA ( one of the actors involved into the Catalogue) to develop a smart networking system for monitoring and fostering research and  innovation capacity in SMEs across Adriatic Region.

In December 2012 ARTI Agency for Research, Technology and Innovation met the insititutions participating in the National Catalogue of Innovation to present the result of BAZH work in collaboration with ARKTI and more than 170 actoris involved in a network of Institutions, civili society, SME, Univerisity and research centers.

After two years the Catalogue in its integrated form was funded by ARTI. During the Innovation Week event, organized for the firs time in Albania by the ministry of Public Administration and Innovation the integrated Catalogue was launched. The event took place from 10th to 16th May 2014. The opening ceremony was attended by high Albanian Authorities as Deputy Prime Minister Niko Peleshi, Minister for Innovation and Public Administration Milena Harito, Minister of Education and Sports Lindita Nikolli, representatives of innovation agencies, authors of the innovations of National Catalogue, as well as authors of six studies of catalogue sector studies.
