"Rete delle Botteghe di Filiera Corta" emerges to restore traditional agriculture and to find new markets in order to increase the sustainability of the traditional economy that, in line with the principles and the promotion of the short chain, helps communicate, promote and develop opportunities for selling the products that have adopted regulations/common design, by revitalizing businesses located in historic districts or rural areas, through the brand "Km zero. Fatto vicino a casa tua / Made near your home". The main results are: the creation of the brand and the launch of the network, increasing the added value in its production of goods and services as well as the competitiveness with other markets, the launch of a virtual platform and the creation of spaces for the sale and promotion of the short chain. Producers, traders and consumers of agricultural products involving synergies caused by the network will be the final beneficiaries of the project.

The Eloro LAG aims at the enhancement and development of its rural district in each sector of socio- economic life, implementing all those actions aiming at integrated and sustainable development. Main activities: - planning and management of local, regional, national and EU projects - territorial diagnosis and elaboration of development plans in all the economic sectors - population sensitisation - technical assistance for local partnerships creation, elaboration of local strategies for integrated development and research funding for potential beneficiaries - promotion of projects with innovative and demonstrative elements - technical support and animation of rural development, identifying the needed initiatives for the revival of food, agriculture and handicraft enterprises in the rural sphere - feasibility studies, technical advice in favour of SMEs and other activities of farmers, artisans and services operators, also through the research of potential markets, domestic and international ones - creation of social, cultural, environmental and tourism projects and events

The project is based on the realisation that the traditional agriculture associated with the consumption of proximity is one of the pillars to improve the environment and tackle climate change. The initiative supports the sale of local proximity or "km 0" products, facilitating access to commercial channels for small producers who do not have ability to access due to their short productivity or lack of time, because their working day is extensive. From an economic point of view, seasonal products allow savings in production due to their energy savings of the natural cycle. This initiative includes, on the one hand, the trend changes in the consumption of organic products as final consumers are becoming more aware and more sensitive to the characteristics of nutrition and food security, and secondly it serves to create a new covenant between the urban and agricultural spheres.

The most important innovation occurs at the economic level as short-chain products have become an answer to the growing demand for natural food products, high quality and safety. On the other hand, it allows the farmer to recover his/her active role in the "system" production with the assignment of a "fair" for their products, and give the guarantee of a new opportunity in the market price. This move supports the need to re-locate production and consumption processes, by promoting the economic activities of small and medium enterprises in the area, encouraging diversification, creating a space for local landraces, sustainable agriculture and apply methods to recover the habit of buying on the part of the manufacturer. A synergistic approach will improve the quality of final products and their marketing through a manual setting of quality standards.

The Committee of European Regions considered creating short circuits essential for food security, not only in order to reduce the number of intermediaries, but also to make the supply chain promote a common legal framework to certify food safety. In this sense, GAL Eloro has developed, in collaboration with other partners, institutions and local stakeholders, the “DISTRETTO ORTOFRUTTICOLO DI QUALITA’ DEL VAL DI NOTO” (DOQVN) recognised by the Region of Sicily and the Department of Cooperation, by Decree no. 546/12S published on April 6, 2007 in GURS (OJ) and based on the promotion and improvement of the quality of fruit and vegetables in the province of Siracusa and territories bordering the province of Ragusa. This initiative also emanates to respond to a situation of great difficulty for the agricultural sector in general and resulted in a loss of workers.

Promoted by Eloro LAG, in collaboration with other partners, institutions and local stakeholders, recognized by the Region of Sicily and the Cooperation Department, by Decree no. 546/12S, published in GURS on April 6, 2007, the DOQVN based on the promotion and improvement of the quality of fruit and vegetables in the province of Siracusa and territories bordering the province of Ragusa, like PGI Pachino tomato, PGI Mazzarrone grape, PGI Pachino melon, PGI Syracuse lemon, PGI Ispica newbie carrot, Syracuse new potato, violet artichoke (these two products, although no PGI, are susceptible of recognition). The initiative stems mainly from the need to respond to a situation of structural crisis in agriculture and services related to it.

The beneficiaries of this initiative are, on one hand, the agricultural and food producers in the province of Siracusa and Ragusa, small local businesses, short-chain consumers and the local population, as well as young rural people in general and in particular, the unemployed, women, disabled and immigrants in addition to the various groups and/or associations involved in the process. On the other hand, both private and public entities (GAS, SOAT, CIA, Coldiretti, public and private entities, law enforcement agencies, GAL, etc..).

Eloro LAG directs the Coordinating structure and performs functions to coordinate the activities related to the implementation of the project, meets the proper functioning of the monitoring activities and animation, provides technical support to the decision-making of the Board of Directors of the LAG and is the Leader of the Steering Committee. The problems found in our way were overcome when the creation of the district resulted in the absence of a common strategy for the network and the lack of professionalism on the part of the farmers, due to the fragmentation of holdings. In order to solve the difficulties in question, a system of companies characterised by a high degree of specialisation has been created. It is located in the province of Siracusa and in areas around the border with the province of Ragusa, which is autonomous, efficient and brings together economic operators, service companies and technical resources for agriculture with public/private institutions (municipalities, counties, chambers of commerce, banks, research institutes, universities, etc..) and joint projects that take into account the real needs of the region, as well as all the elements of the supply chain.

The DOQVN creates the label. This is synonymous with proximity labelling and traceability. Promotion will be based on informing consumers about the benefits inherent in consumption. The products must come from farmers properly registered with the "network" to control all the guarantees required by strict EU standards and must demonstrate the reduction of emissions of pollutant particles due to long-distance transport. They shall engage to ensure the reduction of waste and inorganic waste in their packaging, as they come from local producers and are based on the traditional distribution system. Products labelled "Zero km. Made near your home" must take place in the environment, and minimise the number of intermediaries. This project is expected to help farmers, ranchers and families to disseminate new consumption patterns which are more responsible towards the environment.

DOQVN system is highly transferable both locally, regionally, and internationally, irrespective of the sector in question, provided it is based on the fundamental principles set out above. For example, a model of this type is the subject of practical application in the SERVAGRI (http://servagri.eu/index.php/en/) project whose strategy is ensuring the highest levels of food quality and safety, sustainable production, rural employment and better quality of life in rural contexts, through the implementation of the bottom-up methodology. The direct involvement of the target groups, consultation and the inclusive dynamic promoted as participative protagonisme of all the concerned, public and private, state and non-state stakeholders, along with the Project operative approach, will ensure appropriate opportunities for access to all the key players of the local effective development at institutional, environmental, economic and social level.

Capitalisation activities and dissemination of results are the key instrument to make users actively participate in the activities of RBFC. The identification of innovative approaches in the sector will increase the competitiveness of the companies in the region. Senior actors in the organization, promotion and dissemination of events ensure the involvement of public/private actors in the direct exchange of information. Public and private actors involved in the socio-economic promotion and coordination of local activities, tasks related to the management, implementation and execution of project strategic plans. Locally, each partner will appoint a local coordinator of the project activities, encouraging the participation of local stakeholders, coordinating the territorial diagnosis and planning activities which will enable the sustainability of the project in the future.

Communication Plan and Dissemination of the Project will be established and will announce the project activities and results to the actors involved and the main potential beneficiaries using both traditional media as well as new technologies related tools. The aim will be to inform and communicate its results to public and private agencies and entities that might be interested in the project, as well as the main public. The broadcast will be supported by the creation of materials for reaching targeted audiences such as: creating the project logo, preparation of newsletters, brochures, the project website and project own Smartphone App; introducing web project news, press releases, digital brochures broadcast; methodology implementing a short chain culture. Good practices transfer plan. On the other hand, promoting the implementation of public meetings that will be disseminated in order to achieve greater involvement and participation of the project target groups.
