Water Efficient Management Proyect is aimed at making the community in the province of Guavio able to handle and use water resources through the promotion of skills and scenarios specially designed for this purpose by the team of Ingenieros Sin Fronteras Colombia, implementing ICT’s and participatory methodologies. In the classroom we work with the students by teaching them various issues around water and training them in information and communication technologies. This system allows students to geo-reference specific events in real time online and understand the dynamics and environmental issues related to water in its region and the level of consumption in their homes.

This applied research project on conservation of exhaustible natural resources was conducted between educational institutions of various orders to raise awareness among students about the importance of water conservation in productive communities nearby Páramo ecosystem. The results are savings of up to 11% of domestic consumption in the participating households and the involvement of farmers and ranchers as drivers of change in the habits of water use. In addition, interest in the conservation and protection of natural resources by young people.
The innovation in this project is at technological-cultural level, mainly because through the use of information technology was possible that students of educational institutions participate actively in a process of change of consciousness in relation to their environment. Using tools such as cell phones, computers and websites the active involvement of all participants as agents of social change and changing habits of consumption of natural resources are managed. In addition, has managed the construction of a new identity to their relationship with technology in educational settings.
The province of Guavio is a region with high prevalence of Paramo ecosystem (supplier of 70% of the water of the city of Bogotá and 20% of the country's electricity) coming from the mountain complex of Chingaza Natural Park, who provides variety of plants and wildlife that allow water retention. Because of the proximity to such a privileged ecosystem in terms of access to water resources have been identified consumer behavior that are generating access and supply risks from misuse of the same.
• The results of the first phase of the project were saving of 11% of total consumption, which is equal to 65.4 liters of water per week. It was attended by 50 students and a total of 3115 text messages.
• In the second phase the results are 6.7% savings of total consumption, which means 643 reports given by students and 20 environmental issues identified. This phase was attended by 192 students. In the second half of 2012 a total savings achieved in consumption of 8.96% for a total of 811 reports and 52 environmental problems.
• The third phase was included teachers of the institutions in the competition, which achieved savings of 26% of its domestic consumption, while students achieved a 15% water savings.
Students of Institución Educativa Departamental El Carmen from grades 8th, 9th and 10th, since 2011 to present. The project provided indirectly impact the families of participating students belonging to the productive sectors of services, tourism but specially agriculture from municipalities of Gachetá and Guasca in Guavio region.
Main needs: Low capacities of the habitants of the municipality of Guasca in individual and collective management of natural resources especially water by the abundance of it in the region, which leads to inefficient consumption and a waste of the same .
The most important participating institutions is Ingenieros Sin Fronteras Colombia (ISFCOL) group formed by Universidad de los Andes and Corporación Universitaria Minuto de Dios. During the implementation phase the technology platform was provided by Inalambria International, private company in the telecommunications industry and telephony campaigns with social impact. The participating team consisted of two principal investigators of Industrial Engineering and Economics and two fieldwork coordinators. Also students at Universidad de los Andes perform their undergraduate thesis or participate through ISFCOL courses.
• Maintain active participation of college students in the process to achieve results on consumption and have a high impact on the community. To do this, from the use of participatory techniques such as PAR (Participatory Action Research) and methodologies of competition as Gamification to achieve the objectives, in addition to constant staff presence.
• Achieving effective connectivity by students in the project is always a challenge project since the area does not have complete coverage of Internet services. Cellular services operate properly and new strategies worked to achieve handle these difficult situations.
The project through different learning spaces and participation generated capabilities that are reflected in concrete actions to save water and conservation of Paramo areas by the community. Also, it was possible to generate awareness among students and their families about the importance of natural resources for sustainability in the region, that arises as a tool for the ongoing transformation toward better production practices, consumption and community management of water sources available, vital for crop and livestock production.
The project was aimed at strengthening environmental management capacities that through participatory spaces and structured enable community empowerment proper use of natural resources. From the above approach, the project was structured as an open space for participants were proactive and generates their own consumption and savings dynamics, and continuously has been incorporated into the life of the participants. As for replication and transfer, given that technological tools are open source and methodology can be tailored to the specific needs of the region, this project can lead to a variety of contexts for effective results on the management of natural resources.
In addition to the empowerment approach already mentioned, is important to note that it was the same community who has made a program in which other institutions other educational institutions is linked, that are part of the project now. Also, the project has been submitted to the authorities in the regional and national levels, which have shown a great response and interest in making active part. In particular, the direction of National Planning (DNP) as the entity that generates the strategic vision of the country in social, economic and environmental field and Gobernación de Cundinamarca as the local authority responsible for environmental management and development programs of 116 municipalities of Colombia, among which is Guasca`s.
